Dear Mr. Haynes:

NRC INSPECTION REPORT 50-354/82-04 AND 50-355/82-03 NO. 1 UNIT l

HOPE CREEK GENERATING STATION Your letter, dated April 20,

82, transmitted the above referenced inspection report which contained a Notice of Violation concerning the tack welding of electrical penetra-tion W101D without proper issuance of weld filler metal for that weld joint.

The following response is provided in ac-cordance with the Notice of Violation.

Corrective Steps Taken and Results Achieved On March 11, 1982, the tack welds on electrical penetration W101D were removed and re-tack welded with filler metal that was properly issued, even though the correct filler metal had been used during the initial tack welding.

During the field investigation, it was noted that the weld configuration, procedure, qualification, and filler metal were the same as for the adjacent joint being welded at the time of the identified violation.

In addition, as a result of our investigation, wr found that the inspection of these tack welds is a Bechtel QC hold point.

Consequently, the unauthorized tack weld would have been rejected by Bechtel QC based on the lack of filler metal documentation.

C. Haynes 5/26/82 Corrective Steps Taken to Preclude Recurrence The responsible foreman and craftsman who tack welded pene-tration W101D without proper filler metal documentation have been reinstructed in the Project requirements for using welding materials issued in accordance with Project approved procedures.

The subject of welding material control has been emphasized and covered in detail at weekly welders training sessions.

All welders are required to attend these sessions on a rotating basis.

Date of Full Compliance Full compliance, in accordance with the corrective actions cited above, was achieved by March 19, 1982.
