NOTICE OF ISSUANCE OF AMENDMENTS TO FACILITY OPERATING LICENSES AND NEGATIVE DECLARATION The U. S. Nuclear Regulatory Commission (the Comission) has issued Amendment No. 84 to Provisional Operating License No. DPR-21 and Amendment No. 77 to Facility Operating License No. DPR-65, issued to Northeast Nuclear Energy Company, the Connecticut Light and Power Company, thehrtford Electric Light Company, and the Western Massachusetts Electric Company (the licensee),
which revised Environmental Technical Specifications for operation of the Millstone Nuclear Power Station, Units No.1 and 2 (the facilities) located in the Town of Waterford, Connecticut. The amendments are effective as of the date of' issuance.
The amendments revise the Appendix B Environmental Technical Specifi-cations to add monitoring and sampling requirements for the distillate dis-charge from the condensate polishing radioactive waste evaporator and revise the limits on liquid radi0 active effluents from " activity released" to " dose produced".
The application for the amendments complies with the standards and require-ments of the Atomic Energy Act of 1954, as amended (the Act), and the Comis-sion's rules and regulations.
The Commission has made appropriate findings as required by the Act and the Commission's rules.and regulations in 10 CFR Chapter I, which are set forth in the license amendments.
Prior public notice of these amendments was not required since the amendments do not involve a

significant hazards consideration.

7590-01 2-The Commission has prepared an environmantal impact appraisal for the revised Technical Specifications and has concluded that an environmental
' impact statement for this particular action is not warranted because there will be no environmental impact attributable to the action other than that which has already beenpredicted and described in the Commission's Final Environmental Statement for the facilities dated June 1973.
For further details with respect to this action, see (5)'the application for amendments dated May 14,1982,(2) Amendment Nos. 84 and 77 to License Nos. DPR-21 and DPR-65, and (3) the Commission's Environmental Impact Appraisal.
