APPENDIX B Energy Incorporated Docket No. 99900514/82-01 NOTICE OF NONCONFORMANCE Based on the results of an NRC inspection conducted on April 6-8, 1982, it appears that certain of your activities were nct conducted in accordance with NRC requirements as indicated below:
Criterion V of Appendix B to 10 CFR Part 50 states:
" Activities affecting quality shall be prescribed by documented instructions, procedures, or drawings of a type appropriate to the circumstances and shall be accom-plished in accordance with these instructions, procedures, or drawings.
Instructions, procedures, or drawings shall include appropriate quantitative or qualitative acceptance criteria for determining that important activities have been satisfactorily accomplished."
Section III.a of Standard Operating Procedure IX-I (Compliance with 10 CFR Part 21) states:
"Each procurement document, for a facility or a basic component, issued by Energy Incorporated will specify, when applicable, that provisions of 10 CFR Part 21 apply."
Contrary to the above, Energy Incorporated purchase orders No. 14896, for seismic testing of safety-related equipment, and No. 14920, to fabricate isolation signal logic decoder boards, classified as safety-related, did not specify that the provisions of 10 CFR Part 21 apply.
