Dear Commissioner Gilinsky:

This is in response to your request for comments, dated December 3,1981, regarding a letter from Professor Paul Jennings on proposed changes in seismic design methodology.

We believe that Professor Jennings' suggestions are of interest and merit careful consideration.

We recommend that they be considered within the context of a broad review of the NRC Staff's current seismic design practices.

The NRC Staff is planning to reactivate their reassessment We believe that of Appendix A to 10 CFR Part 100 in the near future.

this would be an appropriate forum for these discussions and recommend We note that the NRC that Professor Jennings be invited to participate.

-Staff in licensing actions and in their past evaluations of seismic design practices, has addressed some of the issues on which Professor instances adopted approaches Jennings has commented and has in some similar to what he has suggested.

We expect to be involved in the planned reassessment of Appendix A to 10 CFR Part 100 and will further consider Professor Jennings' suggestions at that time.
