Program (B-2217) for April,1982, and have the following comments:

You are authorized to complete the remaining screening surveys an 4
S full-engineering assessments (EA). As we agreed to on May 19, 1982, you are authorized to have ARIX redo the initial 15 EA reports of properties having residual radioactive materials present, which were prepared for EPA and the State, so that they will be consistent with the other EAs being prepared by ARIX for the NRC.
You are also authorized to complete, as soon as possible, the grab Working Level retests at the 141 structures so that their status with respect to requiring long-term RPISU rionitoring may be finally determined.

As indicated in your monthly letter report, at least 254 additional structures will require the year-long RPISU monitoring using the EPA equipment. With the available EPA equipment, about 100 structures can be monitored per year; hence, you have indicated that such a long-term air sampling program will require an additional 3 years of work effort in Edgemont. As we discussed on May 19, 1982, you have projected manpower costs to continue such a program at about $65,000 per year for FY 83, FY 84 and FY 85.
Then, at the end of these year-long studies, additional engineering assessments will be required for those structures having annual average Working Levels in excess of the EPA standard.
Therefore, you are requested to provide a revised Form 189 which discusses PNL's response to such a work effort.

Your summary status of RPISU measurements showed that 22 structures had annual average Working Levels, based on at least six sample results, greater than the EPA standard of 0.015 WL. Therefore, it appears that up to 22 additional engineering assessments will have 8206110362 TICKET:

Also, you are requested to finalize your RPISU summary report as detailed in my February 2,1982 letter to you; and your final report is due no later than your May, 1982 monthly letter report.

Your sumary of responses obtained from the permission letter sent to the remaining homeowners was acceptable. Please continue your efforts to personally contact each homeowner to encourage their participation in the screening and RPISU monitoring programs.

Your finalized report of the status of the mini-engineering assessments as shown in Table IV was acceptable.

As soon as they are available, please forward all draft and final ARIX blueprints and specification letters for my review and comment.
You are authorized to make every effort to expedite the finalization of all ARIX architect-engineer survey reports so that we may obtain the final count and remedial action cost estimates for all properties in Edgemont. The finalization of this information as soon as possible is absolutely essential.

Your Financial Statement for April was acceptable.
All other aspects of your April 1982 report were acceptable. The actions taken in this letter are considered to be within the scope of the current contract (B-2217). No changes to costs or delivery of contract products arc authorized. Pleas notify me imediately if you believe this letter would result in changes of contract products. These matters were discussed between N. Wogman and R. Perkins and G. Eadie on May 19, 1982.
