We have reviewed the PM Handbook outline you provided on March 5,1982, and as discussed verbally with you, the following modifications should be made:
1.
Section 1.1 (Statutory Authority) - The list of statutory requimments should be updated; in particular, add recent environmental legislation (e.g., Endangered Species Act);
2.
Section 1.2 (Nuclear Regulatory Connission) - Add a discussion of the Regional Administrators role; 3.
Section 1.2.7 (An Overview of the Licensing Process) - A discussion of LWAs, early site reviews, and the safeguards / safety interface should be added; l
4.
Sections 2.5, 2.6 (Construction Permits Review, Public Hearing Process) - Leave the text of these sections blank since there are only a small nuntper of CP applicants currently being reviewed by the NRC; 5.
Section 2.8 (Operating License Review) - This.section needs more detail, for exanple SER, SSER, DES, and FES issuance and the hearing process should be discussed in~ detail; 6.
Section 2.9 (Post-0perating License Activities) - This section, which discusses the role of the ORPM should be deleted. Instead, a full chapter should be devoted to this topic. As a minimum, a synoptic outline for the chapter shouldlbe provided; 7.
Section 2.10 (Other Areas of PM Responsibility) - Discussions of the
