RII:JP0 50-259, -260, -296 - BROWNS FERRY NUCLEAR PLANT The subject bulletin supplement involves actions to be taken by licensees to mitigate the effects of a gradual or partial loss of control air system pressure on the control rod drive system. As indicated in my August 29, 1980 letter to you, we fully complied with the requirements of this supplement. We have additionally implemented the NRC-ordered modification to the CRD scram logic requiring a scram on degraded CRD control air conditions. We have also completed the installation of the scram discharge volume (SDV) continuous water level monitoring system in accordance with item B.1 of IE Bulletin 80-17, Supplement 1.
We believe these actions preclude the necessity for continuing to perform the tests required by item 2 of Supplement 3 This testing involves substantial radiation exposure to plant employees that we believe to be unjustifiable based on the modifications which have..
been performed.
