N Dear fir. Larocca-The purpose of this letter is to infona you that the Nuclear Regulatory Conaission (ilRC) has agreed with the New York State Geological Survey's (NYSGS) pruposal to drill additienal test wells on the Western New York fluclear Service Center near West Valley, hew Ycrk, and to solicit your support of these NRC-funded studies.

The objective of the proposed drilling project is to collect geological and hydrological infonaation.

The drilling will be in three areas at the site,

1) near the NRC-licensed burial area, 2) northeast of the low-level burial trenches, and 3) the "liorth Plateau" area. Cores will be obtained frota the drilling.

If dppreciable ground water is encountered, it wiil be sarapied.

The cores and drill cuttings will be exatained and evaluated.

From this a significantly improved understanding of the relationship of geologic units and ground water systea will be obtained. Using this new infonnation and existing data, a ground water transport model of the NRC-licensed burial area will be feasible.

The U.S. Geological Survey (USGS), in coordination with the fiYSGS, has sub-contracted with a technically qualified driller to perfona the work, in addition to using its own drilling equipaent.

Because of the expected very low levels of radiocctivity, extreme caution is used to prevent inadvertent cross-contamination of any geological stratun by surface or other radioactivity. The Department of Energy (DOE) site operator, West Valley Muclear Service Company (WVHSC), will be responsible for the radiological health and safety protection of the workers while they are on the site.

We have discussed this drilling work with the DOE and the WVriSC. They have agreed to support this activity barring interference with other necessary site activities.

We do not want to proceed without your full support and cooperation.

We believe that the infonnation obtained from this work will be of considerable value to the Authority. Both Surveys have infonced us that the cased wells proposed in this work purpose, as stipulated by the Authority, will be penaanently sealed.
