APPEllDIX A NOTICE OF V10LATION GPU Nuclear Corporation Docket No. 50-289 Three Mile Island Unit 1 License No. DPR-50 As a result of an inspection conducted on February 17, 1982 through March 5,1982, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7,1980), the following violation was identified.
Technical Specification 6.8, " Procedures," requires in Section 6.8.1 that procedures be established.. implemented and isaintained covering identified activities. GPU Job Ticket C-7849, "TMI Procedure for Hydraulically Expanding Tube Segments in Tube Sheets " requires in step A.4.3.2 that nitrogen purge be secured in both Once Through Steam Generators (OTSG's) and verified through the control room.
Contrary to this requirement, on February 17, 1982, verification of the nitrogen purge being secured in both OTSG's was not performed.
This is a Severity Level V Violation (Supplement I).
This notice is sent to you pursuant to the provisions of Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regul ations. Although Section 2.201 requires you to submit to this office a written statement of explanation, we note that this violation was corrected prior to the completion of our inspection and therefore, no response with respect to this matter is required.'
