Dear Mr. Keppler:

The purpose of this letter is to provide Commonwealth Edison Company's response to Reference (c).

As was explained in Re ference (a), Commonwealth Edison Company received advance notice of this problem in mid-February.

As a result o f this information, Commonwealth Edison Quality Assurance performed Q.A. Su rveillanc e 82-16 3 and 82-17 6.

On March 17, 1982, Q.A.

Surveillance 82-163 cetermined that:

" Associated Piping and Engineering Corp. (AP&E) supplied radiographs to General Electric (G.E.) for replacement spools in the recirculation loop at LaSalle Station Units 1 and 2.

The subject radiographs were reviewed to determine the following:

1.

That required T holes are visible and discernible.

2.

That the T holes have not been enhanced or altered.

This was accomplished by viewing the radiographs in a high intensity viewer (to discern required T hole), and f ull overhead lighting at an oblique angle to the viewers line o f vision (to assure no alterations were present).

After a critical review, no alterations or enhancements were observed.

Based on this review, code acceptability o f the subject spools (S/N's 1,2,3, 4,5,6,7,8,9,10,11,15,16, 17,18,19,20,21,22, & 24) is not in

Following this Q.A. surveillance, your staf f performed a 25% audit of the same material (Reference (b)) and likewise deter-mined that the acceptance criteria for this review had been met.

On March 29, 1982, Q.A. Surveillance 82-176 determined that:

" Associated Piping & Engineering Corp. ( AP&E) supplied radiographs to General Electric (G.E. ) for replacement safe end nozzles in the recirculation system at LaSalle Station Unit 1.

The subject radiographs were reviewed to determine the following:

That the required T holes are visible and discernible.

2.

That the T holes have not been enhanced or altered.

This was accomplished by viewing the radiographs in a high intensity viewer (to discern required T hole), and full overhead lighting at an oblique angle to the viewers line o f vision (to i

This letter fulfills the prescribed actions 1, 4, and 5 of Reference-(c).

Actions 2 and 3 are not required for LaSalle County Station.
