AMENDMENT TO OPERATING LICENSES NPF-4 AND NPF-7 NORTH ANNA POWER STATION UNIT NOS. 1 AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGE Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Operating Licenses NPF-4.and NPF-7 for the North Anna Power Station, Unit Nos.
I and 2.
The proposed changes are enclosed.
The proposed change exempts North Anna Unit Nos. 1 and 2 from the requirement to perform functional testing for large snubbers greater than 50,000 kips, around the steam. generators and reactor coolant pumps, during the upcoming refueling and maintenance outages. The proposed change will prevent personnel radiation exposure and allow the current refueling and maintenance schedules to remain unchanged.
The restart of North Anna Unit No. 2 is scheduled for May 14, 1982 and the restart of North Anna Unit No. 1 is' scheduled for July 2, 1982.
Vepco will functionally test a representative sample of large snubbers greater than 50,000 kips each refueling outage and then functionally test all large snubbers greater than 50,000 kips within their seal lifetime.
This request has been reviewed by the Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control staff.
It has been determined that this request does not involve an unreviewed safety question.
We have evaluated this request in accordance with the criteria in 10 CFR. 170.22.
It has been determined that this request requires a Class III amendment ' fee.
Accordingly, a voucher check in the amount of $4,400 - is enclosed in payment of the required fee.
