This letter constitutes an interim report to the subject condi-tion initially reported as a potentially reportable deficiency under 10CFR50.55 (e) .

On March 2,1982, interim report QA-1649 was submitted which indicated welders had been qualified per the test requirements of II. J. Kaiser procedure SPPM 3.1.51. Contrary to the requirements of ASME Section IX, 1971 thru 1973 Winter Addenda, welders were quali-fled only in two positions, vertical (3G) and overhead (4G). The Code states that qualification in the horizontal (2G), vertical, or overhead position shall qualify also for the flat position. Quali-fication in the horizontal fixed position (SG) shall qualify for the flat, vertical and overhead positions. Qualification in the horizontal, vertical and overhead positions shall qualify for all positions. Qualification in the inclined fixed position (6G) shall qualify for all positions.

The last report stated that an investigation was underway to determine the safety related significance of this condition. It was also stated that a review of inspection results of a sample of these welds was underway to resolve the deficiency and determine a resolution. At this time the investigation is still ongoing and is expected to be completed by May 29, 1982, at which time a formal report will be submitted.
