Dear Mr. Marshall:
I have received your letter of April 1,1982 addressed to Ronald W. Hernan.
Attached to that letter are several pages of questions concerning generic unresolved safety issues.
By now you have received my April 8,1982 response to the earlier letters from you and Mr. Gadler to various persons within the NRC. We believe that the guidance offered in that response applies equally to your latest letter.
As you are aware, there are many contentions to be resolved in the upcoming OL hearing regarding unresolved generic safety issues prior to any issuance of an OL for the Midland Plant by the NRC. Without that resolution, no such license will be issued.
