REVIEW 0F APPLICATION DATED FEBRUARY 12,1982, RE INCREASED POSSESSION LIMIT FOR SNM I.
Background
ENC requests an amendment to increase the possession limit of special nuclear naterial in the form of uranium of < 5 w/o U-235 enrichment from 10,000 kg to 20,000 kg of U-235.
II. Discussion ENC has requested the increased possession limit so as to accommodate a gradually increasing production rate over the next several years.
Much of the increased inventory will be plant feed material (UF ) and 6
finished product.
The increase of inventory of low-enriched uranium will have no adverse effects on nuclear criticality safety, radiological protection of personnel, or the protection of the environnent.
ENC, by letter dated February 8,1982, has informed the NRC of its current plans for plant expansion. Before new process facilities are licensed, safety and environmental assessments will be made by the NRC staff.
III. Conclusions and Recommendations The NRC staff concludes that the increase in possession limit will have no adverae effects on public health and safety or on the environment.
