General Atonic Company has requested renewal of the Certificate of Com]iliance;/

6347 authorizing the continued use of the FSV-3 fissile radioactive material package. We herewith submit a consolidated safety analysis which you have requested. We believe that the consolidated analysis fairly reflects all the previous submittals which comprised the safety and licensing considera-tions resulting in issuance of the subject Certificate of Compliance. We request your reinstatement of the Certificate so we may continue to ship HTGR fuel elements, principally to the Fort St. Vrain power reactor whic!

We have, for clarity, restructured Section 3 to indicate the te's't Y

We have made copics of the best available photos documenting the test packages, test apparatus and the tested packages after sub-jecting them to the prescribed tests. Note, our file indicates that duplicate photos were submitted with our original application.

You may wish to retain them as part of the cc,ntinuing docket content as we contemplate doing here.

The nuclear safety analysis was originally submitted as added ap-(o pendices. We have folded these appendices into one nuclear aafety g MD analysis, now included as section 5 of the attached safety doeurcent.

Finally, we have included a new statement reflecting the equivalency of U-235 to U-233.

Inclusion of this additional material on the re-vised certificate is desirable in the event we must include special U-233/U-235 fuel elements in the shipment.

Should your staff have any questions about the content or organization of the attached, please don't hesitate to contact us.

Meanwhile we look forward to your reinstituting the Certificate so we can continue to plan for our next reload shipment.
