Dear Senator Cranston:
In a letter from Mrs. Elizabeth Bearss dated November 29, 1981 which you referred to the flRC for assistance in responding, a concern was expressed regarding the quality of pipe that is used in our atomic plants.
The fluclear Regulatory Commission is also concerned with the quality of pipe as well as all the other items that are utilized for the construction of nuclear power plants where such items are important to the protection of public health and safety. Since 1970, the Comission has required that organizations supplying, installing, and using these items have a quality assurance program. The purpose of this program is to help assure that such items are of acceptable quality for nuclear plants.
In addition, the Comission has inspection personnel who audit these programs to help determine their effectiveness.
Pipes that are used in nuclear power plants are required by the tiRC regulations to meet the strict material specifications and fabrication requirements of American Society of Mechanical Engineers (ASME) Code and are therefore manufactured under strict quality controls, are subject to nondestructive tests like X-ray examinations, and are tested following installation at pressures higher than the pressure they will see in service. These activities provide us confidence that the pipe will perform satisfactorily in service in accordance with flRC requirements such that the health and safety of the public is protected.
If you are aware of any specific instance where inferior materials have been used in the construction of a nuclear plant, we would appreciate such information and will certainly see to it that proper corrective action is taker.
