j EPRI/ASME RADWASTE WORKSHOP PURPOSE:

The purpose of this meeting was to present a discussion of 10 CFR 61 Waste Form and Classification Requirements and to respond to utility questions DATE/ PLACE:

February 8,1982, Augusta, GA ATTENDEES:

DISCUSSION:

The EPRI/ASME Radwaste Workshop is an annual meeting which is a forum in which utility and architect / engineer personnel can discuss individual facility operating experiences.

This meeting is attended by plant personnel and engineers who are responsible for the design and actual operation of radwaste equipment. NRC and vendor personnel have traditionally been excluded from these meetings. shows the agenda for the workshop.

The purpose of my attendance was to present a discussion of the proposed low-level waste regulation,10 CFR 61, oriented to the waste form and waste classification requirements.

Following the presentation, the meeting attendees met in discussion groups to prepare questions which I responded to.

The questions presented involved a wide range of problems. These questions reflected some basic misunderstandings with the proposed rule and a general frustration with waste regulation. Obviously, NRC staff should continue to discuss this rule with utility personnel in order to assure that our intent is understood.

The.following is a summary of the workshop questions:

1.

Deminimis Levels.

I responded that the NRC staff policy expressed in the proposed rule notice had not changed. The NRC staff was working to establish deminimis levels for several waste streams on a case-by-case basis.

2.

Chelating Agents.

I explained our concerns with chelating agents and our intent to review the proposed disposal of wastes containing greater than 0.1 percent by weight chelating agents.

I was also asked the basis for the 0.1 percent limit and I stated that this level was based on the

amount of iron available in a 55 gallon drum to complex with uncomplexed chelates.

3.

TRU Limits.

I indicated that the 10 nCi/gm TRU limit was being recon-sidered in response to comments requesting that the limit be increased to 100 nCi/gm.

I also stated that I was uncertain what the value in the l

final rule would be.

Impact on State License Conditions.

I indicated that the Agreement States are required to have license conditions which are compatible with NRC l

requirements.

However, the license conditions are not required to be l

iden tical.

I indicated that I could not predict how state license J

conditions would change in the future, but I believed that 10 CFR 61 would be the basis for a consistent framework of requirements not inconsistencies.

5.

High Integrity Containers (HIC's).

The packaging of powdered form materials in HIC was raised.

I indicated that NRC staff was evaluating this question in terms of occupational health effects in the event that an HIC ruptures during' handling operations.

Powdered form materials which pose an occupational hazard would require solidification.

6.

Implementation of the Waste Classification System.

The attendees were concerned regarding the procedures needed to demonstrate compliance.

I discussed the approaches in the draft Branch Technical Position (BTP) on Waste Classification and indicated that it would be ready for comment within several weeks.

7.

Deformation of Stable Wastes.

I indicated that the 5 percent limit was being reconsidered and that its intent was not to eliminate bitumen or.

polymeric binders as acceptable solidification agents.

8.

Implementation of the Waste Form BTP.

I indicated that the testing identified in the waste form BTP was intended to be implemented in qualifying solidification system process control programs.

Routine testing of individual wastes was not intended.

I stated that this would be clarified in the BTP revision.

In other discussions I talked to R. McKeon at Oyster Creek (0Y). 0Y has been the largest power plant trash generator in the nation.

McKeon indicated that a volume minimization program had been established and that significant reductions have resulted.

Previously OY had been shipping a truckload of trash to Hanford every two weeks at a cost of $50,000.

The volume minimization program has reduced these shipments to one every six weeks.

The approaches taken at OY have included waste segregation, training, and strict supervision.

McKeon felt that the present trash volumes could be reduced an additional 50 percent if further administrative controls are implemented.

CONCLUSIONS:

Serious misunderstandings regarding the proposed 10 CFR 61 continue to exist especially at the operator levels.

This can only be alleviated by better communications with utilities and engineering firm,s.
