Transmitted herewith for filing with the Commission is Amendment No. 31 to Philadelphia Electric Company's Application in the above-referenced matter.
This filing consists of three originals and 17 copies of Amendment No.
31 and five copies of revisions to the Safeguards Contin-gency Plan dated April 1982.
The revisions respond to a letter from A. Schwencer dated February 18, 1982.
For the reasons set forth in the Amendment, Philadel-phia Electric Company is requesting that the revisions to the Plan transmitted herewith be withheld from public dis-closure in accordance with Section 2.790 of the Commission's regulations.
