Background
NBS, by application dated Februsry 19, 1982, requested their Materials License be amended to reflect a change in their radiation safety manual.
II. Discussion flBS' application is concerned with the revised description of the responsi-bilities of safety-related personnel (including the radiation safety comittee and comittee members' qualifications) and the policy statement on ALARA goals.
After reviewing the application, I believe it is an improvement to the applicant's safety program and, therefore, acceptable.
On April 8,1982, this amendment application was discussed with Mr. J. Roth of Region I, facility inspector. He foresaw no safety-related problems with the licensee's application.
III. Concinion Based on the discussion above, I believe that the amendment can be granted without undue risk to the workers. Therefore, I recomend approval of the application for the license amendment.
