Dear Mr. Denton:
The Referenced letter transmitted Kansas Gas and Electric Company's (KG&E's) response to Generic Letter 81-01.
Please be advised that KG&E is revising its commitment and now meets the requirements of Reg.
Guide 1.146 (8/80) for design and construction of the Wolf Creek Gen-erating Station, Unit No. 1, as described below.
For ongoing design and construction activities, KG&E, the SNUPPS Staff and our lead AE (Bechtel) have been in compliance with this Regulatory Guide since December 31, 1981.
KG&E's Constructor, Daniel International Corporation, has also been in compliance with this Regulatory Guide with-in the same time frame with one minor variation in relation to Regulatory Guide 1.146.
Their crediting of experience places more value on nuclear quality assurance auditing.
A commitment by the NSSS supplier and first core fuel fabricator (Westinghouse) relative to these Regulatory Guides is being reflected in revisions to Westinghouse topical QA reports, WCAP 7800 and 8370. These revisions will be subject to NRC review as generic submittals in accordance with established Westinghouse procedures.
KG&E's commitment to Reg. Guide 1.146 is with stipulation that prospective Lead Auditors who hold a bachelor degree in engineering or the physical sciences from an accredited institution will be awarded the additional credits (points) prescribed under Section 2.3.1.2 " Experience" - ANSI /ASME N45.2.23 for one year of experience in five areas outlined, rather than for two years. These prospective candidates shall also have participated in a minimum of five nuclear quality assurance audits within the year prior to qualification.
