This certificate is issued to satisfy Sections 173.393a,173.394,173.395, and 173.396 of the Department of Transportation Hazardous Materials Regulations (49 CFR 170-189 and 14 CFR 103) and Sections 146-19-10a and 146-19-100 of the Department of Transportation Dangerous Cargoes Regulations (4G CFR 146-149), as amended.

t NOTES:

i 1.

The general configuration of the wooden protective jacket must be a hollow cylindrical d

shell constructed of one-piece discs and rings of plywood reinforced with low carbon steel rods.

Plywood must be exterior-grade, void-free, Douglas fir (or equivalent) not more than 2.5 centimeters (1 inch) thick.

2.

Closure for the wooden protective jacket is provided by the steel reinforcing rods.

The end cap (lid) must fit tightly to the body of the jacket to prevent a heat path to the inside of the jacket.

The end cap must be at least 8 inches thick.

3.

Discs and rings must be glued toaether with a strong, shock-resistant adhesive, such as either of the following:

a) A resorcinol-formaldehyde adhesive, which has been bonded under both heat and pressure; or b) A polyvinyl-acetate emulsion, which has been reinforced with cement-coated nails.

The nails must be randomly spaced and must be at least 2.5 times as long as the minimum thickness of the plywood discs or rings.

16 full-length steel rods are required for reinforcement and lid closure.

The rods may be staggered alternately in two rows, at 21.2 centimeters (0.5 inch) from the midway between the 0.R. and I.R. of the rings, i.e., 20.5 inch from the radius 17 inches from the center of the container.

Rod ends must be threaded and secured with lock nuts and steel washers, or equivalent device, to provide at least a 2.5 centimeters (1 inch) diameter bearing surface on each end.

The ends of the rods must terminate 3.7 centimeters (1.5 inches) below the surface of the plywood, and that portion of each end disc which extends beyond the rod ends must be further held in place with lag screws at least 10 centimeters (4 inches) long.

The jacket must be completely painted with a high quality exterior weather resistant paint.

7.

The jacket must be marked on the external surface as follows:

" USA-DOT-20WC-4 TYPE B."

The jacket must also be marked with the name and address or symbol of person making the marks. The symbol, if used, must be registered with the MTD-TSC.

The letters and numerals must be at least 1/2 inch high.

8.

The maximum gross weight of the jacket plus the contents may not exceed 2000 pounds.

9.

The specification 20WC wooden outer protective jacket must be snug-fitting with respect to the single inner Type A container.

10.

Lid inside radius to be 12 11/16" nominal while cavity radius to be 121/2" nominal.
