This letter is provided in response to the request for a preliminary evaluation supported by test results which demonstrates the capability of relief and safety valves to operate under expected operating and accident l
conditions applicable to Calvert Cliffs Nuclear Power Plant Units 1 & 2.

i We are participating in the Generic PWR Safety and Relief Valve i
Test Program implemented by the Electric Power Research Institute at the i
request of participating PWR Utilities in response to NRC recommendations for safety and relief valve testing.
The primary objective of the Test Progran was to provide full scale j
test data confirming the functionability of primary system power operated i
relief valves and safety valves for expected operating and accident conditions.
The second objective of the program was to obtain sufficient piping thermal hydraulic load data to permit confirmation of models which may be utilized for plant unique analysis of safety and relief valve discharge piping systems.
Relief valve tests were completed in August, 1981 and safety valves tests were completed in December, 1981. The reports prepared by EPRI documenting the Test Program results are as follows:

" Test Condition Justification Report" and the
"(Applicable USSS Vendor) Plant Condition Justification Report" These reports document the basis and justification of the valve test conditions for all participating PWR plants.
" Safety and Relief Valve Test Report" This report provides evidence demonstrating the function-ability of the selected test valves under the selected test conditions for all participating PWR plants.
Application of Pelap 5/ MOD 1 For Calculation Of Safety and Relief Valve Discharge Pinine Hydrodynamic Icads.
This report presents an analytical model benchmarked against test data that may be used for plant unique analysis of safety and relief valve discharge piping systems.
We have received all of the documents and they have been trans-uitted to you by Mr. David Hoffman of Consumers Power Company on behalf of the participating FWR Utilities as part of our response meeting the April 1, 1982 preliminary submittal requirement.
In addition to the providing the referenced reports we have performed a preliminary review of the Test Program result. Based on the review, we have concluded that valves tested represent the safety and relief valve designs and that the conditions tested envelope the range of expected operating and accident conditions of Calvert Cliffs Units 1 & 2.
Also, the above mentioned reports provide the evidence required by UUREG 0737, Item ll.D.l. A, which vill be used to perform the final plant specific evaluations.

Reference (a) requested that plant specific final evaluations be submitted by July 1, 1982. Evaluations have already been iniated, but it is unlikely that the July date vill be met.
As soon as a more realistic schedule is available, we vill notify you.
