Dear Mr. Eisenhut:
Reference (e) requested that the Commonwealth Edison Company provide a commitment, within thirty (30) days, to document
[
future challenges of relief and safety valves via annual or monthly operating reports submitted to the NRC for Zion Station.
The reporting period for these challenges was to begin April 1, 1980.
The Commonwealth Edison Company has already provided the requested commitment in our Reference (b) response to Reference (a).
We committed to provioe a brie f tabulation o f challenges to primary system relief and safety valves each year commencing with the 1980 annual report.
Re ference (a) presented the NRC position on the reporting requirements for this issue.
Specifically, starting April 1,
- 1980, this position required that (1) future f ailures o f relief valves and safety valves to close should be reported promptly to the NRC and (2) future challenges to the relief valves and safety valves should 8204190216 820412 0Ab l

However, in conflict with this stated NRC position, the NRC required action fo,r this item states that both challenges and f ailures are to be pr6vided in the annual report as o f April 1, 1980.
Our Reference (b) commitment did not include documenting such failures of primary system relief and safety valves in the annual report.
Additionally, our References (c) and (d) commitments included promptly reporting challenges to these valves which is not an NRC requirement as defined in Reference l
(a).
In order to resolve this issue, the following is provided to summarize our References (b), (c) and (d) Zion Station commitments to item II.K.3.3.
However, this includes our additional commitment to document failures in the annual report along with the deletion of our commitment to promptly report challenges which is not a require-ment of Reference (a).
1)
Future failures to close of the primary system pressurizer PORVs and safety valves will be promptly reported to the NRC via the Licensee Event Report (LER) system.
2)
Future failures to close or challenges to the primary system pressurizer PORVs and safety valves will be documented in the annual report.
3)
No f ailures to close or challenges to the primary system pressurizer PORVs and safety valves occurred during the time period o f April 1,1980, thru December 31, 1930.
