In accordance with your application transmitted by letter dated August 28, 1981, and revised March 3,1982, and pursuant to Title 10, Code of Federal Regulations, Part 70, Materials License No. SilM-21 is hereby amended to incorporate your Radiological Contingency Plan.
Accordingly, effective 90 days from the date of this amendment.
Condition 17 of SilM-21 is amended to read:
Condition 17. Within ninety (90) days of the date of this amendment, the licensee shall implement, maintain, and execute the response measures of his Radiological Contingency Plan submitted to the Commission on August 28, 1981, and revised on March 3, 1982. The licensee l
shall also prepare and maintain imple-menting procedures for his Radiological l
Contingency Plan as necessary to implement the Plan. The licensee shall make no change in his Radiological Contingency l
Plan that would decrease the response i
effectiveness of the Plan without prior Comission approval as evidenced by a j

The licensee shall maintain records of changes that are made to the Plan without prior approval for a period of two years from the date of the change and shall furnish the Chief, Uranium Fuel Licensing Branch, Division of Fuel Cycle and Material Safety, ht1SS, U.S. Nuclear Regulatory Comission, Washington, D.C. 20555, and the appropriate NRC Regional Office specified in Appendix D of 10 CFR Part 20, a report containing a description of each change within six months after the change is made.
This amendment supersedes Amendment No. 4, dated October 9,1978, in its entirety. The Radiological Contingency Plan and impimenting procedures supersede the emergency planning requirements of 10 CFR 70.22(1) as they refer to onsite planning and notification.
All other conditions of this license shall remain the same.
The above condition was discussed and agreed to by your Dr. ft. E. Remicy and Mr. T. R. Decker of my staff on liarch 26, 1982.
Enclosed for your information is a copy of our report on the review of the Radiological Contingency Plan.
