LICENSING BOARD'S INITIAL DECISION ON SUSQUEHANNA 1 &

The Licensing Board in the operating license proceeding on Susquehanna 1

& 2 issued its 121-paged initial decision on April 12, 1982. Subject to three conditions the Board authorized the issuance of operating licenses upon your making of requisite findings on matters not embraced in the initial decision.

The three conditions are:

1.

The licenses will be subject to the ultimate outcome of the consolidated radon proceeding currently undeneay before the Appeal Boards in Docket Nos. 50-277, 50-278, 50-320, 50-354, and 50-355, 2.

The licenses will be subject to a finding by the Director of Nuclear [ Reactor] Regulation, in consultation with the Federal Emergency Management Agency, that all school districts within the plume exposure pathway emergency planning zone for the Susquehanna Steam Electric Station have completed written emergency plans to respond to fixed nuclear facility accidents.

The licenses will be subject to a finding by the Director of Nuclear [ Reactor] Regulation, in consultation with the Federal Emergency Management Agency, that all municipalities within the plume exposure pathway emergency planning zone have completed their emergency response plans on the transportation resources and program.

The first condition is the result of a settlement involving the withdrawal of a contention by one of the intervenors.

The other two conditions were imposed by the Board over the objections of the Licensee and the Staff.

The Board declined to impose a license condition requested by the Conmonwealth of Pennsylvania that would require an adequate number of dosimeters to be available for distribution to off-site emergency workers.

_2-The initial decision is appealable within 10 days. We do not know whether the Licensee, the Commonwealth or some of the Intervenors will appeal. However, based on our preliminary review of the initial decision, we do not believe that appeal by the Staff is necessary.
