Gentlemen.

~ Q) 7 This refers to your letter of August 4,1981 providing additional infonnation in connection with our review of Model No. ORNL LOOP transport cask.

The additional containment information requested in our letters of January 8, 1979 and January 25, 1980 have not been satisfied.

In connection with this review, we need the infonnation identified in the enclosure to this letter for each containment system proposed. The containment demonstration provided for the fuel assembly in the August 4, 1981 submittal did not describe the tests, and a demonstration showing that results for unirradiated fuel are applicable for spent fuel was not provided.

l Please advise us within thirty (30) days from the date of this letter when the information will be provided.

Sincerely, Ori inal siencd by C

Enc 1 to ltr dtd: MAR 2 9 1332 CONTAINMENT The containment evaluation provided does not demonstrate that the packaging provides adequate containment. Each of the proposed containment vessels should be defined, specified and shown to satisfy an acceptance criteria established to provide safe containment under the normal conditions of transport and accident damage conditions of 10 CFR Part 71. Tests should be developed to demonstrate the adequacy of the containment i

vessels following the tests of 10 CFR Part 71, and to be perfonned periodically and before each use. These tests should be provided for our review and inclusion in any NRC approval for this package.
