Dear Senator Boschwitz:

This is in response to your letter of January 21, 1982, requesting inforration to submit to Mr. Todd Kolod. Mr. Kolod wrote to you on flovember 17, 1981, expressing concern regarding runors of a " nuclear accident" at Sequoyah Huclear Plant, Unit 2.

Please assure lir. Kolod that no nuclear accident of any kind has occurred at Sequoyah.

It appears that he is expressing concerns about a control rod failure that occurred on flovenber 14, 1981, where some control rods failed to seat properly due to an electrical malfunction and operators shut the reactor down without incident or release of radioactivity. The nalfunction was fixed on Never.ber 15, '

1981, and at no tire was the public in danger.

Sequoyah, Unit 2, is currently in the power startup test phase. This is a testing period of approximately three months which is conducted at various power levels to assure plant syste-ts and cooponents perfom in accordance with !!RC acceptance criteria. Upon satisfactory completion of the test objectives Sequoyah, Unit 2, would be run continuously at full power.

If there is continued interest in Sequoyah, Unit 2, there are two inportant public informtion sources; nanely Licensee Event Reports (LERs) and HRC Inspection Reports.

They are considered infornative to persons who are interested in safety-related matters, such as personnel errors and equipnent malfunction during plant operations.

These reports, as well as other docurents related to the Sequoyah Nuclear Plant, are available for public inspection and copying for a fee at the Comission's Public Document 3oon,1717 I! Street, H.U., Washington, D. C. and at the Chattanooga Hamilton County Bicentennial Library,1001 Broad Street, Chattanooga, Tennessee 37402.

For Sequoyah Unit 2 for the period of August 1981 to February 1982, there have been 38 LERs issued by the licensee. To date, one abnornal occurrence has taken place on Unit 2 warranting the imposition of a civil penalty by llRC. This involved the risalignnent of some valves in Unit 2.
