SUBJECT:

STAFF FINDINGS RELATED TO THE PROPOSED IMPORT OF 2947.482 KILOGRAMS URANIUM ENRICHED T01.99% FROM W. GERMANY-ISNM82002 Transnuclear, Incorporated submitted an application dated February 4,1982 for a license authorizing the import of 2947.482 kilograms of uranium enriched to 1.99% U-235, as UF, from Germany.

The material will be returned to the U.S.

6 Department of Energy to be used as enriched feed for a credit to the Europsan usage Agreement Number 3075 with the U.S. DOE.

The UF6 will be transported from Germany by sea and trucked from the port of entry to the DOE enrichment facility in specification packages bearing the certificate of competent authority number USA /6272/AF.(Rev.3)

Thousands of tons of normal and slightly enriched UF6 are transported within the U.S. annually and this practice has been going on for many years without a significant incident.

This proposed import represents an extremely small percentage of the total UF6 transported each year in the U.S/ and would not result in any significant change in the probability of a potential accident involving UF -

6 The proposed import conforms with the standard provisions that have governed shipments of low-enriched UF6 for many years with no significant impact on the environment or the general public. The staff finds this importation will not be inimical to the common defense and security or constitute an undue risk to public health, safety, or to the environment.
