At a minimum a public hearing should be scheduled and held before any decision is made.

As has been shown in numerous documents, Holtec lacks the financial preparedness and track record in decommissioning nuclear plants such as Indian Point located north of New York City in the Hudson Valley.

Holtec's track record in managing spent fuel has been problematic as allegations have arisen that the Company is understaffed and has inexperienced managers. Further, Holtec, despite never having decommissioned a large nuclear power plant, proposes to perform several simultaneously, including not only Indian Point, but also Pilgrim in Massachusetts and Oyster Creek in New Jersey!

In order to air all the concerns the NRC should schedule a Public Hearing so that local residents such as ourselves can address Holtec Representatives directly with our questions.

New York State must be a partner in deciding who conducts the decommissioning of Indian Point as we the ratepayers and taxpayers will have to live with the consequences be they spills or costs exceeding the IP Trust Fund.
