I write as a retired professional Radiation Safety Protection Physicist with a Ph.D. My experience included responsibility for decontamination and work in High Radiation Areas at a National Laboratory.

I know how much knowledge and preparation are necessary to safely perform complicated work with highly radioactive objects. And even in spite of such preparation, there are always difficulties and surprises for which no one is prepared.

That is why I am so concerned about the application by Holtec Decommissioning International, LLC (HDI) to decommission Indian Point reactor in New York State. (Indian Point License Transfer, NRC-2020-0021).

My concerns include the following:

The lack of relevant experience by HDI in reactor decommissioning; The use of shell companies to insulate HDI, the company that is proposed to do the actual work, from all assets belonging to and liability of its parent companies.

Poor planning ability shown by the Post-Shut Down Decommissioning Activities Report (PSDAR) filed by HDI, including not knowing full details of the reactor and its immediate environs.

I call on the NRC to hold well-advertised public hearings on this matter in Westchester County. This would allow those living close to the reactor, who will be most endangered by any mishaps in the decommissioning, can have their opinions considered by those responsible for making decisions about this application. It is your responsibility to make decisions that will give maximum protection to the public, and NOT maximum profits to reactor owners or other companies that want to get into decommissioning work on the cheap!
