US Nuclear Regulatory Commission By Electronic Transmission hearing.Docket@nrc.gov Washington, DC 20555-0001 RE: Request for Hearing on Indian Point License Transfer, NRC-2020-0021 To Whom It MayConcern:

I request that the NRC hold an open, fair public meeting in Westchester regarding the Indian Point transfer of license, as the people most directly impacted in this area and the some 20 million people living and working within the 50 mile radius need the opportunity as citizens to voice their concern and opinions.

I write as one of these most vulnerable citizens. I also write as an educator af"liated with Sierra Club, Peace Action New York State, Shut Down Indian Point Now.

We are very concerned about the application by Holtec Decommissioning International, LLC (HDI) to decommission Indian Point reactors in New York State. (IndianPoint License Transfer, NRC-2020-00212).

Holtec has a criminal record and should not be allowed to do business in New York State. Earlier this month, our Attorney General, Letitia James, took action to ensure the safe, rapid, and thorough decommissioning and site restoration at the Indian Point Energy Center, Buchanan, NY. She argues that it would violate NRC rules for the Commission to approve a license transfer when there is currently a $200 million shortfall in the trust fund. In addition, Holtecs cost estimates for decommissioning rely on a series of unreasonable assumptions that appear to underestimate those costs and threaten the companies ability to complete the necessary work in time and within budget. (Bronxville, Mount Vernon, Westchester, Yonkers TRIBUNE) Putting the decommission-ing of Indian Point in the hands of a company with no experience and uncertain "nancial resources is very risky. I am committed to ensuring that New York is granted full partici-pation in this application proceeding and all other decision-making related to Indian Points decommissioning. (New York Times)

We have been living with the danger of Indian Point for decades. We have come through many small and large accidents that could have been worse. People and environments have been sickened. We dont want to suffer further now, at the end of this process, at the hands of a questionable company with proven shoddy work and even shoddier storage casks. GRANT US A HEARING on the INDIAN POINT LICENSE TRANSFER in WESTCHESTER COUNTY. Thank you.

Respectfully and in PEACE, Catherine Skopic 140 West Broadway New York, N.Y. 10013. Submitted February 19, 2020
