DOCKET 50-155 - LICENSE DPR N BIG ROCK POINT PLANT - NUREG-0737, ITEM II.F.1, ATTACHMENT 4, CONTAINMENT PRESSURE MONITOR Consumers Power Company letter dated March 10, 1982 provided our proposed Technical Specification for NUREG-0737, Item II.F.1, Attachment 4, Containment Pressure Monitor. The proposed Technical Specification specifies a LCO of seven days of operation if one containment pressure monitor is inoperable.

It was submitted March 10, 1982 with our understanding that both pressure moni-tors were installed and would be operable prior to the end of the 1982 refueling outage.

As of April 12, 1982, one of the two containment pressure monitors committed for installation (in our letter to the NRC of December 19, 1980) by January 1, 1982 remains inoperable. Efforts to repair or replace the defective trans-mitter are being expedited; however, plant startup prior to making both monitors operable is foreseen.

As was discussed and concurred with by Mr Richard Emch of your staff per telephone conversation on April 8, 1981, it is our position that until NRC approval and issuance of an Amendment to the proposed Technical Specification, plant operation with neither containment pressure monitor operable is acceptable. Every effort to repair or replace the defective transmitter will continue to be made; however, rapid approval of the proposed Technical Specification will not expedite the completion since the schedule is predicated on equipment delivery.
