SUBJECT:

REVIEW OF LICENSE AMENDMENT APPLICATION DATED MARCH 4, 1982, AND ITS REVISION DATED MARCH 23, 1982 I.

Background

By application dated March 4, 1982, Mississippi Power & Light Company (MPL) requested authorization to receive, possess, inspect and use fourteen (14) neutron sources enriched in Sb-124 with up to 2800 curies / source. The sources were to be received in two (2) shipping casks with seven (7) sources in each cask. The neutron sources will replace the 14 Sb-124 sources (source strength up to 1400 curies / source) previously licensed to MPL under their SNM-1882 license. By letter dated March 23, 1982, MPL submitted a revised application requesting the authorization with all 14 sources to be received in a single cask.

II. Radiation Safety It is estimated by the reactor operators in Idaho (EG&G) the maximum dose rate will be 60 millirem per hour at the surface of the shipping cask and 6 millirem per hour (in air) at 3 feet from the cask. All operations related to the handling of the shipping cask and/or its contents are performed in accordance with approved written procedures. Radiation protection personnel are responsible for establishing radiologically l

controlled areas and are continuously present during all source handling operations. Moreover, the MPL ALARA Comittee reviews the source handling operations to identify exposure reduction opportunities and I

establishes ALARA goals.

III. General The amendment application and its revision were discussed with Mr. A.R.

Wagner, Region II (Resident IE), and with Mr. M. D. Houston (NRR Project Manager). Neither one foresaw any safety or environmental related problem with authorization for the larger neutron sources, l

i l APR 2 1982 IV. Conclusion and Recommendation The receipt, possession, inspection and use of the neutron sources will have no adverse effect on the health and safety of the operating personnel, the public or the environment.

The staff recommends approval of the requested authorization.
