i 7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET NO. 50-364 ALABAMA POWER COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Comission (the Comission) has issued Amendment No.12 to Facility Operating License No. NPF-8 issued to Alabama Power Company (the licensee), which revises License No. NPF-8 for operation of the Joseph M. Farley Nuclear Plant, Unit No. 2 (the facility) located in Houston County, Alabama. The amendment is effective as of the date of
- issuance.
l The amendment extends a license condition schedule for completion of one of five shielding additions for vital area access and protection of safety equipment following an accident resulting in a degraded core. The extension allows additional time of about six months, or less if cold shutdown conditions exist of sufficent duration to allow the final shielding additions to be made.

of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's l
rules. and regulations. The Commission has made appropriate findings as required by the Act and the Comission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.
Prior public notice of this amendment was not required isince this amendment does not involve a significant hazards consideration.

- The Comission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR !i51.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.

NPF-8, and (3) the Commission's related Safety Evaluation.
