.;j SURVEY CLINCH RIVER BREEDER REACTOR PROJECT Potential Impacts on Historical / Architectural Resources Survey Process and Results The survey was conducted by Charles Tichy, Historical Architect, Cultural Resources Program staff of TVA. The subject of this survey was the area outside, but in the vicinity of, the Clinch River Breeder Reactor Project (CRBRP) site. A structural survey and evaluation of the project site itself was conducted in prior years and found sufficient by the Tennessee State Historic Preservation Office.
That survey identified no structures located on the construction site itself.
The survey just completed included a review of the National Register of Historic Places to determine if sites listed in the register were located in the survey area. The closest listed site was found to be over 4 miles away from the project site.
Features indicated on current USGS topo maps of the survey area were compared with those on the TVA 1935-36 equivalent planimet ric maps to determine whether structures built prior to 1935 still exist in the survey area. This map review revealed over 40 locations containing features indicated to have been built prior to 1935.
A field review was then made of the survey area to verify the validity of the map information and determine the possible eligibility for listing in the National Register of Historic Places of structures or features. Available documented historic information sources were consulted, and a selected number of 1ccal people were interviewed to collect historical information.
Possible site eligibility for listing in the National Register was deterr.ined in part on the nature of the structures actually remaining and indications of their historic origin.
From the entire survev area, only five sites (all containing structures) were judged to be potentially eligible. These sites were analyzed for possible impact from the construc-tion of CRBRP. The only possible impacts on these sites were judged to be indirect and primarily of a visual nature. The dimensions of this impact were assumed on the basis of hypothetically imposing the plant and its related construction features on the landscape and subsequently judging what might be the impact from each of the five locations.
Sites important in this survey are marked on the attached map.
Photographs of structures are included and keyed to the map, and the direction of the photographs are listed. The 1935-36 TVA equivalent maps are also included. All five sites are located across the Clinch River from the CRBRP construction site.

Sites That Appear To Meet National Register Criteria Within The Area of Potential Project Impact Site No. 1: This farm presently consists of a large framehouse and a large frame barn. The well-maintained house is the structure of importance here.
It consists of two sections--a 2-story front section and a lower 2-story rea r "T. " The front section is three bays wide with a central entrance door and a central through-hall to the rear section.
The central hall has a typical open-stair run to the second floor. On each side of the hall is a door to a parlor, each with an interior wall fireplace.
The exterior is clapboard with decorative patterned shingles in the central cross gable. There is a 1-story porch across the front. This unit is typical of late 19th and early 20th century houses.
The rear unit appears to be the first part of the house.
It has smaller windows and a simple open stair in the center and appears to be mid-19th century. The frame barn is in fair condition but is not of consequence.
This appears to be also late 19th or early 20th century.
The interior was not examined to determine if an earlier building had been incorporated in this structure, as is the case in numerous barns examined in the area.
The property is presently owned by Mrs. Mack Smith, who relates that this farm was part of a 1,400-acre farm bought by her husband's grandfather, William Smith. This 1850 purchase was from Colonel Esterige, who received the land as a Revolutionary War payment for his services. The front of the house was built in 1910 and the rear in 1864.
The house sits on a knoll above the Clinch River and over-looks the bend on which the project is proposed.
Site No. 2: The present house is a new brick ranch house. However, the important structure is in the rear.
It is a small frame barn that encares a log dwelling. The log structure is one room with a knee wall loft. Originally, there were front and rear doors, a window beside one of the doors, a gable end fireplace, and a window opening on the opposite gable end.
The logs are half dovetailed and measure 7 to 12 inches in height. The log structure may have been dismantled and moved since there is no chinking between the logs, there is no evidence of the fireplace masonry, there are no window or door casings, and the ceiling and beams are removed between the ground floor and attic.
The log structure could be mid-19th century.
The logs are in quite good condition since they have been protected by the encasing later barn.
3 The present owner, Zittel, states that this was a Hensley farm, one of the early families in the area. The original house was the log house until replaced by the new house.
This site is on Poplar Springs Creek just off the Clinch River.
Site No. 3: This farmhouse consists of a 1-room log unit connected by a dogtrot to a later 2-unit frame dogtrot.
In recent times the open dogtrots have been filled in to enclose these three rooms. Though the exterior has been covered and enclosed, the interior is remarkably intact and well preserved.
The frame dogtrot front appears to be turn of the century.
It retains its unfinished plank walls and ceilings. The log unit appears to be from the first half of the 19th century.
The logs are exposed on the interior. There is a finely built board and batten door with nailing done in a decorative pattern.
The site is set in a small valley essentially screened from the CRBRP site by a ridge.
Site No. 4: This log structure was originally a dwelling.
It is constructed of large hewn poplar half dovetailed logs.
It is unusual in that the logs continue up into the gable peaks with log purlines running parallel to the roof ridge forming the roof framing rather than typical roof rafters.
This and the use of large logs, as well as the lack of windows, indicate this to be of early construction, probably before 1850. Though not maintained, the structure is still restorable.
Clarence Hensley, a former owner, stated that this was originally half of a log dogtrot, the other half being moved away.
This structure is on the open flat plain on the Clinch River opposite the CRBRP site.
I Sites That Appear To Meet National Register Criteria in the Project Area and Outside The Area of Potential Impact Site No. 5: This farm consists of a log house, frame crib, and large frame barn. The single crib, 1\\-story house has front and rear center doors, each with a window beside. There are also front and rear 1-story porches. There is a fireplace and chimney with a window beside on the north gable end.
The structure is in good condition and is under restoration.
Of interest is the log crib with its projected log side

cantilevered overhang.
It is half dovetail construction and in relatively good condition also.
The frame barn and frame crib are in good condition. They appear to be early 20th century construction. The two log structures are possibly mid-19th century.
This site is on Pawpaw Creek set back from the Clinch River.
Because of topography, a small portion of the northern edge of the CRBRP site is the only portion possibly visible from this site.
Other Selected Sites The following sites do not appear to meet National Register criteria. They are included only as examples of typical farms in the area, typical in the sense that they formed the basis for the evaluation of area architecture and the subsequent determinations of potential National Register eligibility.
Site A: This small 1-story framehouse has a center stone fireplace chimney and central entrance door with a window on each side.
There is a front porch and rear enclosed leanto addition across the length of the house. This house is on part of the former John Barley tract. The house was built in 1919, according to the present owner, E. C. Johnson.
Site B: This 2-story frame farmhouse is three bays wide and one room deep, with additions.
It has a central entrance and a full 1-story porch. There are two large frame barns on this fa rm.
This farm may have been built by Fred Eblin in the early i
20th century.
Though this farm is next to the interstate highway, the highway is successfully screened from the site.
Site C: This 2-story frame farmhouse is three bays wide and one room deep, with additions.
It has gable end brick chimneys, a central entrance, and a 1-story front porch. There are frame farm buildings also. This farm also may have been built by Fred Eblin in the early 20th century.
This farm also is well screened from the nearby interstate highway.
Potential Project Impacts on National Register Eligible Properties The CRBRP construction would be visible from sites 1 through 4, representing a total of four register-eligible structures. However, these I
5 structures are sufficiently separated from the plant site by the river to be considered out of the project area of impact. Therefore, it has been determined that there will be no effect on significant historical and/or architectural structures resulting from the project.
