NRC STAFF'S MOTION FOR AN EXTENSION OF TIME TO ANSWER LICENSEE'S MOTION WITH RESPECT TO PSYCHOLOGICAL HEALTH ISSUE I.
INTRODUCTION On May 24, 1982, Licenseo moved the Comission to promptly:
(a) determine whether, since the preparation of the original environ-mental impact statement (EIS) for Three Mile Island, Unit No.1 (TMI-1),
significant new circumstances or information have arisen with respect to the potential psychological health effects of operating TMI-1, and, if so (b) prepare a supplemental EIS (SEIS) which considers the effects of TMI-1 restart on psychological health and the well-being of comunities surrounding Three Mile Island. Licensee further urges that if the Comission finds significant new circumstances or information to exist, it decide for itself the restart matter after completion of an l
SEIS without further trial-type hearings.
In its motion, the Licensee also requested an exemption, pursuant to 10 CFR l 51.4, from any further trial-type

is required, to set a reasonab1'e date for its completion, and to rule that those partiss with psychological health contentions are entitled to an adjudicatory hearing before the final restart decision is reached. The Staff's answer to Licensee's Motion is due to be filed today, June 8, 1982.
Counsel for the Staff did not receive PANE's response to Licensee's Motion until yesterday, June 7, 1982. The Staff's analysis of the difficult issues raised in Licensee's Motion and PANE's arguments in its response requires, we believe, additional time. The Staff today contacted by telephone Counsel for the Licensee and Counsel for PANE concerning a request for a two day extension of time to file Staff's answer. Neither had any objection to the Comission's granting such an extension of time. The Staff therefore respectfully requests an extension of time until June 10, 1982, to answer Licensee's Motion.
