SUMMARY

OF PEETING ON COMANCHE PEAK EMEPfiENCY P' SH Summary A meeting was held at NRC Headquarters, 4350 East West Highway, Bethesda, Maryland on Wednesday, March 24, 1982. The purpose of the meeting was to discuss the level of detail to be included in the Emergency Plan. The meeting consisted of a review and discussion of the responses given in the applicant's letter dated August 24, 1981 to NRC staff comments on the CPSES Emergency Plan, Revision 1.

The applicant agreed to revise the Emergency Plans to incorporate staff comments.

Meeting Hinutes The meeting opened with a discussion by the staff on the purpose and content of an Emergency Plan. The staff then described the major milestones in its review of the station emergency planning program. These milestones are: 1) Review of the Emergency Plan for adequacy of scope and content, 2) Implementation review at the station by the staf f emergency planning tean, and 3) Observation of a full-scale emrgency exercise of state, local and licensee capabilities by the NRC and FEMA teams.

The meeting continued with an item-by-item discussion of the responses given in the applicant's letter dated August 24, 1981. Most of the staff comments may be characterized as: 1) requests to incorporate additional infomation about references and information available from other documents into the Emergency Plan to make it a more " stand alone" document; 2) requests to be mre specific about what will be done by whom, and when; 3) requests to be more specific about instruments, eauipment and facilities that will be available in the event they are needed; and

4) requests to include a few interfacing organizations not identified in the response. The staff emphasized that the Emergency Plan must be a " stand alone" document. References to CPSES internal procedures must describe the nature and scope of infomation contained in the referenced docuent.

Texas Utilities Generating Company During the reeting, the staff requested that the letters of agreement be updated with more recent letters. The revision of the existing Emergency Plan to adopt a format following NUREG-0654 was also discussed.

The applicant advised that it intended to respond to the meeting discussion with a revision to the Energency Plan by about mid-May 1982.

Attendance at the meeting is listed in Enclosure 1.
