Sumary A meeting was held at NRC Headquarters, 7920 Norfolk Avenue, Bethesda, Maryland on Tuesday, April 27, 1982. The meeting was requested by the applicant to seek clarification on the staff requirements concerning the post-accident sampling systems (PASS); THI Action Plan Item II.B.3.
Specifically, the applicant requested a discussion on the staff requirements concerning availability of power for electrically powered components of the PASS and the assumption of a loss of of fsite power.
The meeting attendance is given in Enclosure 1.

The applicant requested a discussion on the staff statement in NUREG-0797, l
Supplement No. 2 of the SER page 22-3, item 2, which states:
"2.
Verify that all electrically powered components associated with post-accident sampling are capable j
of being supplied with power and operated, within i
30 minutes of an accident in which there is core degradation, assuming loss of of fsite power."
The staff responded that the requirement could better be stated as follows:

of acquiring the samples and completing an analysis on these samples within three hours after a decision to j
sa'wple is made, assuming a loss of offsite power."
j In most stations this becomes a requirement that electrical power be available j
to draw the samples and to operate the analysis system.
i The applicant described the Comanche Peak PASS system. The power recuirements for the sample acquisition systen and the laboratory are presently supplied by l

o Texas utilities Generating company MAY 2 71982 acquisition system are minimal and may be supplied by a battery system. The power requirements for the laboratory are greater, and the applicant questions the wisdom of loading this on the station diesel generators. This design change would also be a major backfit to the as-built design.
The staf f responded that it had no requirement that the PASS must be provided with a safety grade power source. The staff only assumes that in the event of a :najor accident, both turbine generators may be out of service or may be lost, and that the grid they supply may also be lost.
In that event, the PASS should retain the capability to take and analyze samples.
In further discussion, the staff commented it would have an open mind to arguments that the 138 kv offsite source might not be lost or might be restored within an acceptable time. We also discussed developing an alternate analysis capability, blacking-eut non-essential circuits in the laboratory, and the use of mobile generating units.
The applicant will study how the staff requirements may impact the Comanche Peak PASS design and either submit a response or request further discussion.
At the close of the meeting the staff gave the applicant two papers for i nformation.
- 1) Post-Accident Sampling Guide for Preparation of a Procedure to Estimate Core Damage, prepared by the NRC staff.
- 2) Evaluation of GE and SEC Chemical Procedures for Postaccident Analysis of Reactor Coolant Samples, Novent>er 1981, prepared by Exxon Nuclear Idaho Company for the HRC.
