Dear Mr. Gerusky:

During the week of May 24, Comissioner Roberts decided to visit Region I.

When visiting a regional office, Commissioner Roberts ordinarily tries to visit nearby facilities in order to familiarize himself with the various plants that the Commission licenses.

Accordingly, in' conjunction with his trip to Region I, Commissioner Roberts decided to visit the Limerick Generating Station. The trip t'o Limerick was arranged by personnel in the regional office ~and the tour of the station will be conducted by the NRC Resident Inspector.

On Thursday, June 3, after receiving the Special Prehearing Conference Order of June 1,1982, and learning that Intervenors had been admitted to the operating license proceeding, I called Mr. Troy Conner, the attorney representing Philadelphia Electric Company in the proceeding.

I asked him whether the Company would permit th.e Intervenors to accompany Comissioner Roberts on his tour.

He told me that for various reasons, among them security, the Company would not, at this time, permit the Intervenors to accompany Comm'issioner Roberts.

Given the Company's decision and given my understanding that licensing boards frequently request facility tours which are attended by representa-tives from each intervening group, Comissioner Roberts ' plans to go ahead with his visit.

He does not intend to discuss any substantive matter at issue in the proceeding.

Moreover, he plans to serve on the parties to the operating license proceeding a report describing his visit.
