Gentlemen:

This is in response to your letter of April 12, 1982 to Mr. James R. Miller, Chief of the Standardization and Special Projects Branch, NRC concerning our licensing requirements applicable to your planned transfer of irradiated TRIGA fuel elements to Westinghouse Hanford Company (WHC), a DOE contractor.

We are in receipt of a letter from the DOE Richland Operations Office stating that it is the intent of the DOE to assume full msponsibility for the shipment and take custody of the fuel elements at your facility.

As the NRC licensing authority is not applicable to the DOE, no action on our part is required.
