'Ihis letter constitutes a final report concerning the subject design deficiency initially reported to the Ccmnission on April 30, 1982, under the requirements of 10CFR50.55(e).
Piping in the Zimner Residual Heat Pcmoval (RH) Systs between inboard isolation valve lE12F009 and outboard isolation valve lE12F008 may be exposed to elevated ambient conta.inment tmperatures during design IOCA conditions.
Since the valves are nonnally closed, thermal expansion of water in the piping could cause an overpressurized condition resulting in possible pipe rupture and leakage of contaminated fluid in the Peactor Building.
Engineering Change Request (ECR) #389 has been written and approved to install a relief valve between the two valves. It is expected that work to implement this fix will be cmpleted by December 31, 1982.
