Clarification and P structure of Maine Yankee Technical Specification Section 3 - Limiting Conditions for Operations

Dear Sir:

Pursuant to Section 50.59 of the Commission's Rules and Regulations, Maine Yankee Atomic Power Company hereby proposes the modifications to Appendix A of the Operating License shown in the attached revised pages.

FRONSED CHANGE Reference is made to the Technical Specifications contained in Appendix A to the Operating License No. OPR-36 issued to Maine Yankee Atomic Power Company for the Maine Yankee plant. We propose to modify Technical Specification Section 3 and the Definitions section in their entirety. A brief description of each change with respect to Reference (b) is included in and is meant to supplement Attachment 2 of Reference (b).

REASONS FOR CFANGE In Reference (b), Maine Yankee submitted a proposed change to the technical specifications to clarify, structurally - standardize and otherwise improve Section 3, the Limiting Conditions for operation.

We have since met with the staff to discuss suggested changes.

This proposed change is submitted to incorporate those suggestions.

To assist the staff in their review, changes with respect to the current technical specifications are denoted with single brackets in the margin and l

changes with respect to Reference (b) are denoted with double brackets.

These changes are denoted with triple brackets in the margin.

SAFETY (INSIDERATIONS This change is submitted in order to clarify, structurally-standardize and otherwise improve Section 3 and the Definitions Section of Maine Yankee's Technical Specification and does not involve an unreviewed safety ouestion.

This change has been reviewed by the Nuclear Safety Audit and Review Committee and Plant Operating Review Committee.

FEE DETERMINATION This pInposed change is pro forma, administrative in nature, and has no safety or environmental significance. For these reasons, Maine Yankee Atomic Power Company proposes this change as a Class II Amendment.

A payment of

$1,200.00 was enclosed in Reference (b).

SCFEDULE OF CHANGE Maine Yankee Technical Specifications will be changed immediately upon Commission approval.
