PROVISIONAL OPERATING LICENSE NO. DPR-45 THREE MILE ISLAND LESSONS LEARNED REQUIREMENTS

Gentlemen:

Our letter (Reference 1) requested an extension of time from January 1, 1982, until completion of the Spring 1982 refueling outage to install the Reactor Vessel Liquid and Stack Effluent sampling Systems which are intended to comply with the sampling and analyses requirements of Items II.B.3 and II.F.1.2 respectively of NUREG 0737 items and provided an estimate of the date the refuel-ing outage would be completed (July 1, 1982).

Due to unforeseen delays in completion of the refueling outage, attributable to inspection and repair of the turbine and generator, we estimate that the refueling outage will not be completed until July 15, 1982.

The reactor, however, han been refueled.

Prior to completion of the outage, it will be necessary to operate the reactor at or below 4% power for the purpose of conducting operator licensing examinations and low power physics testing.

The exams are scheduled during the week beginning June 7, 1982.

The low power physics testing will be conducted within the next week.

OY Approval is requested to operate the reactor at or below 4% power 8

for the purposes specified above in advance of completion of the sampling systems.

The systems are expected to be completed on or i ()

about July 9, 1982.

At the present time the Reactor Vessel Liquid Sampling System is approximately 60% complete mechanically and 25%

complete electrically.

The Stack Effluent Sampling System is 100%
