1.0 PURPOSE The purpose of this procedure is to provide guidance for the notification of the appropriate members of the onsite and offsite Einergercy Duty Section(s).
The Communications Assistant is responsible for implementing this proce-dure when directed by the Emergency Dimetor.

4.3 Callout of Offsite Duty Roster - Required for a Site or General Emergency or when directed by the Emergency Director. Obtain a copy of the offsite duty roster from the Emergency Director or his Designee.
4.3.1 If an Unusual Event or Alert is declared request the Emergency Director to indicate which offsite duty members are to be contacted (if any). If a Site or General Emergency is declared, proceed to Step 4.3.2.
NOTE:
The Offsite Duty Roster is divided into three priority groups. The Priority one member is to be contacted initially, if no contact, then try the Priority two member then the Priority three, until one member is reached.

UNIT NO. 2 EMERGENCY FLAN IMPLEMENTING PROCEDURE 1054.24 RECOVERY OPERATIONS 1.0 PURPOSE This pqocedure provides general guidance to assist the implementation of a recovery effort. The Emergency Director (ED), Emergency Support Director (ESD), and Division Vice Presidents are responsible for imple-raenting this procedure.
2.0 ATTACHMENTS 2.1 Attachment I - Long Term Recovery Organization 3.0 REC 0VERY CRITERIA 3.1 When in the judgement of the Emergency Director, with concurrence from the Emergency Support Director, the emergency situation is under control as evidenced by all of the following criteria:

Any fire, flooding or similar conditions are controlled or have ceased.

c-1054.24 Revision 0 3.2-If all of the above cr8teria are not met but the plant is proceed-O ing in an orderly fashion towards meeting the above criteria, the ESO/ED may de-escalate to a lower emergency classification, imple-h ent a two-or three-section watchbill, and maintain the emergency response capability at the fully-manned level; or implement a reduced staffing of the emergency organizations commensurate with plant conditions until such time as recovery or close-out is appropriate.
NOTE:
As a minimum for an Alert all the ensite emergency facilities (TSC, OSC, and ECC) must be manned. As a minimum for a Site or General Emergency all the onsite and offsite emergency facilities must be manned.
~3. 3 If the recovery phase criteria have been met, but long term recov-ery operations are not necessary, close out the emergency by making the notifications in Attachment I,Section III of 1054.1, 1054.2, 1054.3, or 1054.4 and tenninate this procedure.

4.0 REC 0VERY ACTIONS Initial s 4.1 The Emergency Director is responsible for the following actions.

4.2.1 Establish an organizational structure as shown in Attachment I.

UNIT ll ONLY ws4.24 Revision 0 4.3.3 During the recovery effort, ensure that the exposure limits are controlled in accordance with the ALARA concept. 4.3.4 As necessary, develop specific recovery plans to restore the plant to a safe operating mode. 4.4 In addition to the responsibilities listed in 4.3 above, Division Vice Presidents have the following specific responsibilities during long tenn recovery. 4.4.1 The Vice President Comunications - responsible for the overall guidance and direction of the public relations and comunications program to ensure rapid, consistent and accurate infonnation about the nuclear facilities is distributed to public offi-O cieis. 4adustrv rePreseatetives, medie customers. employees, shareholders and regulatory agencies. 4.4.2 The Vice President Administration - responsible for providing the necessary administrative / logistics requirements such as comunications, manpower, transportation, comissary arrangements, accomoda-tions, clerical support, and temporary office space and equipment. He sets priorities; develops plans and schedules; coordinates and monitors the status of tasks; and reports the work progress of all the technical groups. He will also be responsible for ensur-ing the safe and efficient clean-up of all radio-active waste water and eventual decontamination of the buildings for either the return of the unit to full operation or the decommissioning of the unit as O a nuclear generating station in accordance with corporate policies, all applicable laws, regula-tions, licenses and technical requirements. 4.4.4 The Vice President Nuclear Assurance - responsible for implementing the Quality Assurance Plan for all recovery activities important to safety. He is responsible for implementing all necessary general employee, technical and recovery management training programs. He provides ongoing development of the Site Emergency Plan and Implementing Document and ensures that Emergency Preparedness is maintained l for potentially hazardous recovery activities. He monitors, evaluates and assures that all recovery activities having the potential for compromising nuclear safety are adequately addressed. 4.4.5 The Vice President Radiological and Environmental Controls - responsible for ensuring that optimum safeguards for environmental radiation controls are designed, implemented and monitored to assure safe, reliable and efficient operations in accordance with corporate policies, all applicable laws, regula- ] tions, licenses and technical requirements. 4.4.6 The Vice President of Maintenance and Construction - responsible for direction of activities associated with major maintenance tasks and accomplishment of the field work for major modifications.
