Dear Ron:

On behalf of the state, I want to express our appreciation for the outstanding job that the Region I staff did in investigating and analyzing the events of April 24 at Vermont Yankee.

I also want to thank you and your staff for being candid and cooperative with our office in our attempts to follow up on the incident.

There is really no substitute for close cooperation between our agencies, so that we may both fulfill our duties to the public.

Phillip Paull, our Nuclear Engineer, will be pursuing with NRC and Vermont Yankee personnel the matters raised in the NRC report.

Unless I hear other-wise from you, I will assume that he will receive copies of documents which pertain to the matter when they are produced and that he will participate in meetings among Nuclear Regulatory Commission and Vermont Yankee personnel.

William Conway, President of Vermont Yankee, has assured us that he has no problem with this arrange-ment.

Meanwhile, we are moving to improve our notification provisions under our Emergency Response Plan.
