We are requesting the removal of this license condition.
As the tank has been emptied of liquid and is in the process of being decommissioned, it is no longer possible to draw liquid samples from the leak detection system.
A hole has been cut in the inner liner to facilitate any decontamination or removal of the sand and gravel between the primary and secondary tank liners.
Therefore, any liquid occuring in the leak detection pipe is due to decontamination efforts and is meaningless as an indication of a leak in the pri-mary liner.
Any liquid found in the pipe will be pumped to the evaporator for volume reduction.
License Condition Number 22 (b) requires that new wells be installed as a replacement for any existing well which we are unable to pump for sampling for a period of one year.
We are requesting exemption from this requirement for two wells which have been destroyed during the decom-missioning process.

to allow installation of lagoon processing equipment in i
the yard and Well 11 was destroyed by excavation during decommissioning of underground piping associated with the 500,000 gallon storage tank. (See attached well location map).
Well A was in the blacktopped area of the yard and is within 75' of 5 other wells, four of which are at the same a9 proximate dept.h with one being at a lower level.
We believe deletion of this well would have no appreciable effect on the overall well sampling program of 31 wells.

W. T. Crow Page 2 April 28, 1982 Well 11 was immediately north of the inner security fence and between the lagoon area and the 500,000 gallon storage tank.
Well 11 was within approximately 75' of Well #12 and at the same approximate depth.
Well 11 was also east of any influence from the contamination plume.
We believe that deletion of this well from the sampling program will have no effect on the overall results of the total well sampling program.
As the modifications requested would have no_ significant safety or environmental bmpact, we consider them to be administrative in nature and have included a check for the required $150 fee.
