CREEK APPLICANTS REGARDING SURVEILLANCE OF HAFNIUM CONTROL RODS A meeting was held on May 13, 1982 at NRC in Bethesda, Maryland with representatives l

of the ilnion Electric Company, Kansas Gas and Electric Company, SNUPPS Organization, i

Bechtel Power Corporation, and Westinghouse Electric Corporation. The meeting was held as a result of the Union Electric letter to NRC dated February 23, 1982. That letter requested HRC reconsideration of an intended license condition which would require nurerous visual inspections of Hafnium control rods during refueling outages.

The highlights of the meeting are described below. Visual aids used by Westinghouse are presented in Enclosure 1.

Participants at the meeting are identified in Enclosure 2.

The applicants agreed to provide a revised program of surveillance to the staff by i

Details of the Callaway and Wolf Creek participation / monitoring of the Comanche Peak surveillance program for llafnium control rods.

2.

Plans for 2 visual inspections during the first 15 calendar years after fuel load. These inspections will be done at either Callaway or Wolf Creek, whichever loads fuel and begins operation first. One of the visual inspections will be performed during the first few refueling outages.

The other will be performed during an outage late in the 15-year period.

3.

The reactivity worth and drop time tests proposed in the Union Electric letter (D. F. Schnell to 11. R. Denton) to HRC dated February 23, 1982.

These tests are understood to supplement or be part of the standard Westinghouse technical specifications, and will be included in or supplement both applicants' final licensed technical specifications.

The NRC staff will advise the applicants of the acceptability of their proposed program within 30 days after receiving it.

late in 1982, the description of the staff license condition for visual inspection of Hafnium control rods will be revised. This is license condition No.1 in the Callaway SER (HUREG-0830) and is described on pages 1-11 and 4-14 of that repo rt.

The agreenents reached above were based on the technical bases which are summarized bel ow.

1.

Extensive reactor experience with Hafnium, both in the U. S. Navy (over 1,500 reactor-years) and commercially (Indian Point, Yankee Rowe, Shippingport plants).

2.

All plysical dimensions and nanufacturing processes for the control rods will remain unchanged from those used in recent plants using the Vestinghouse designs, with the exception that Hafnium will replace the Silver-Indium Cadmium material.

The applicants stated that only small changes in stiffness and weight (10%) would be made and that tests and modeling showed insignificant changes in flow and vibration characteristics.

4.

The applicants stated they could see little benefit from numerous visual inspections and that the following impacts would result:

(a) Additional equipment, such as underwater TV at the RCCA (control rod) change fixture, (b) Additional personnel training in surveillance and what to look for, (c) potential for delays and significant costs resulting from mis-interpretation of visual inspection (someone thini:s they see something, which in fact is not a problent),

(d) sone inqrease in man-ren exposure and decontamination cost.

(e) reduced flexibility of refueling. At certain refuelings, the whole core is removed and the RCCA change fixture is not used.

5.

A program of visual surveillance nf identical Hafnium control rods will be performed on the Comanche Peak plant which is expected to begin operation before Callaway or Wolf Creek. The results will be nonitored by the SHUPPS applicants.
