This Special Report is submitted in accordance with LaSalle Unit 1 Operating License NPF-11, Appendix B, Technical Specifications 3.7.6 and 6.6.c.
On April 17, 1982 Interim Secondary Containment was established in accordance with LaSa11e's FSAR Appendix N.
The Interim Secondary Containment required the 3-hour rated fire door on Reactor Building column 15 of elevation 820'6" (Attachments 1 & 2) to be blocked open to ensure that the Unit 2 SBGT System would take a suction from the Unit I areas. The 3-hour rated fire door on Reactor Building column 15 of elevation 761'0" (Attachments 3 & 4) also was blocked open to ensure that the Unit 2 Hydrogen Recombiner was included in the interim

containment in accordance with LaSalle's FSAR Appendix N.
During the period of this Special Report (April 17 to May 22) the iont-zation fire detectors on these elevations were operable in accordance with the action statement of Technical Specification 3.7.6.
- However, the 1-hour fire patrol required by the action statement was not formally established.
During this period 8-hour shiftly tours were made of the area and frequent security guard patrols were made.
During this period 3
the security guard patrols were also assigned fire patrols to comply with the action statement of Technical Specification 3 7.6 for removed fire stops. However, the 2 areas in question were not specifically noted as requiring a 1-hour fire patrol.
As of April 29, 1982 a formal hourly fire patrol was established on Reactor Building elevation 820'6" and on May 11 a formal hourly fire patrol was established on Reactor Building elevation 761'0".
Our Engineering Department has conducted a review of the Fire Hazards Analysis, the Safe Shutdown Analysis, and the Interim Secondary Containment Design.
It has been determined that the subject 2 doors are in areas that have a fire loading equivalent to a fire severity of approximately 1/2 hour and that a loss of ei ther area due to fire would not prohibit the safe shutdown of LaSalle Unit 1.

IV.
Probable Consequences of the Occurrence The fire detection system has been operable with an hourly fire patrol which was established on April 29, 1982 for the fi re door on elevation 820'6" Reactor Building and on May 11, 1982 for the fire door on elevation 761' Reactor Building.
Safe operation of the facility has been maintained at all times.
V.
Cause The fire doors referenced above have been locked open to ensure that the Unit 2 SBGT System can maintain Unit 1 secondary containment during Unit 1 operation concurrent with Unit 2 construction as described in FSAR Appendix N,
Interim Secondary Containment.
VI.
Corrective Actions The fire doors separating the Unit 1 and Unit 2 Reactor Buildings on elevations 820'6" and 761' will remain locked open until 2 fuel load.
An hourly fire patrol is in effect in these areas:
