Dear Mr. Denton:

In the reference on page 6, KG&E made a comment that there were less than 70 persons living in the low population zone (LPZ) based on a 1980 population survey which KG&E had conducted.

In discussions with a member of the NRC Staff (JHopkins), we were requested to provide supporting documentation for our comment.

The purpose of the referenced 1980 population survey was to:

a) Provide information for the Radioenvironmental Sampling Program, b) Update data obtained in KG&E's 1978 Survey, c) Provide information for Emergency Planning.

Questionnaires were sent to all addresses within the LPZ.

Responses to questionnaires were received from 18 of 21 addresses within the LPZ.

The 18 households responding had a combined population of 58 or slightly over 3 people per household as is shown in the attachment.

Our comment of less than 70 people is based as follows:

58 - 18 households which responded to questionnaire 9-3 households not responding multiplied by the average of 3 people per household
