MI 49201 + ($17) 788-1636 May ll, 1982 James G Keppler, Administrator Region III US Nuclear Regulatory Commission 799 Roosevelt Road Glen Ellyn, IL 60137 DOCKET 50-255 - LICENSE DPR-20 PALISADES PLANT - RESPONSE TO IE INSPECTION REPORT 82-07 IE Inspection Report No. 50-255/82-07, dated April 12, 1982 reported the results of a surveillance program inspection conducted in March 1982. The report contained one item of noncompliance to which a reply is required.
The item of noncompliance and response thereto are as follows:

10 CFR 50, Appendix B, Criterion XII, " Control of Measuring and Test Equipment" states:
Measures shall be established to assure that tools, gages, instruments, and other measuring and testing devices used in activities affecting quality are properly controlled, calibrated, and adjusted at specified periods to maintain accuracy within necessary limits.
Contrary to the above, the licensee did not periodically calibrate or check hydrometers used to measure the specific gravity of electrolyte in station battery cells.
This is a Severity Level V Violation (Supplement I).

Corrective Action Taken and Results Achieved See Parts b and c.
b.
Corrective Action to Prevent Recurrence A program is being developed to periodically perform a single point check of hydrometers used in surveillances required by the Technical Specifications.
As an alternative to this checking program, the feasibility of employing one-time-use hydrometers will be evaluated.
